First off, the Ministry of Information and Radio, the Department of Mass Communication, and the Bangladesh Parishad Library were all part of the People's Republic of Bangladesh's government. A departmental government public library was created in Rajshahi in 1972 as part of the first Panchshila Plan (1973–78) under the "Development of Public Libraries in Bangladesh" on 3.80 acres of land. However, the project didn't make any substantial progress because of design and other delays. Later, a library building and other amenities were built for the divisional government public library at a cost of roughly 116.00 lakh rupees by 1983 under a project titled "Development of Rajshahi Divisional Public Library" (revised), which was accepted in 1980–81. All of the books, furniture, and required number of staff from Bangladesh Parishad were incorporated into the government's public library following the dissolution of Bangladesh Parishad on August 31, 1982, and on September 5, 1982, the public library was initially inaugurated in the Zilla Parishad building. The public library began operating in this building later, following the handover of the current structure built by the Public Works Department on February 9, 1983.
